As of early 2026, Fujairah Refinery Company Limited (FRCL) is primarily governed by its majority owner, the Consortium Group, in partnership with a UAE-based investment group owned by Sheikh Ahmed bin Dalmook Al Maktoum.

The board and management structure reflects this ownership, drawing leadership from the Consortium Group’s global executive team and local strategic partners
